Abstract
Operation NightCAP (night time concentrated alcohol patrol) is an
impaired driving prevention program designed to reduce alcohol-related
traffic deaths in Minnesota. The program started in 1998 and is
currently still receiving funding. Since the inception of the program
there has been a strong need for a quantitative analysis of Minnesota's
saturation patrol enforcement strategy to reduce alcohol-related
crashes. The Operation NightCAP program was analyzed using two types of
analyses for discrete repeated measures data: marginal models and
random component models. Both models implement time-dependent
covariates as well as a bent line parameterization. The Operation
NightCAP program is shown to be effective in reducing fatal alcohol
related crashes.
